Fenton meters Claude Code usage against per-user quotas and enforces them where it counts — at the IAM boundary, before the next request is billed.

• Metering Every Bedrock invocation priced per user, per model, per period.
• Enforcement A user over quota is denied at the IAM policy, and unblocked when the period rolls over.
• Policy Quotas set per user or group, with the deny policy rebuilt from the current blocked set.
